Speaking as a lawyer and recipient of the Jhon Humphrey Freedom Award, in 2016 in Canada, I strongly critise approach of diplomacy of Development' taken by President Joko Widodo.

This in being done in order to conceal the grave human rights violations that have been occuring for the past fifty years without any-of the problem ever beeing resolved.

The aim of the Indonesian Government is to focus everyone's attention such development activities as the building of the Holtekamp and the Sport stadium in Kampung Harapan, Jayapura as the way to conceal the continual  violation of the basic human rights of the traditional Papuan people who are an integral part of the Melanesian people wich have be occuring for the past fifty-years without any resolution of these violation in accordance with law.

[the next few word are not clear...] during the visit by diplomats from the Solomon Islands who were led by that country's ambassador, his excellency Salana Kalu from 24 - 26 April.

The aims of the Indonesian Government was to draw the attention to the development activities referred to above to [........some words are un-clear].

I regard such a policy as very shameful because it is the purpose of the Government is to draw atention to development activities ........ several words are so blurred as no to be unreadable.

This is in accordance with  United Nation resolution 2504, 19 november 1969 that the Government of indonesia  is undertaking  social economy activities with the assistance of .......the world Bank

In accordance with Indonesia's commitments under LAW/ 39/1999 on Basic Human Rights and Law 26/2000 on Human rights and law 21/2001 on special Autonomy for west Papua.

According to the constitution o fIndonesia, the Government of Indonesia is required to resolve the many violation that have been prepetrated in West Ppaua for the past fifty years.

These violations have been occuring to the information collected by such legally recognised organizations are the United Libertion Movement for West Papua including the crime of genocide while those allegedly involved have impunity.

[The next three-line paragraph is unreadble]

As a result of all this. the visitors commanded Indonesia for carrying out all its responsibilities in developing the land of Papua without having invistigatigated to what extent the Traditional Papua people themselves have enjoyed any benefit from all these developments.

It may indeed be true that the diplomats from Solomon Islands were impressed by what the were shown, thanks to Indonesia's diplomacy of development' without investigation what has been happening in West Papua for the past fifty years.
